Caveat Box 3 taxes a deemed return on total wealth, not a realised gain. The 2.0% figure approximates the annual burden on holdings. It is not a capital gains rate.
How Netherlands taxes crypto
The Netherlands does not tax realised capital gains. Under Box 3 it taxes a DEEMED return on your total assets each year, charged at about 36%, which works out at roughly 1.8 to 2 percent of what you hold annually whether or not you sell anything. The figure shown here approximates that annual burden so the comparison is not wildly wrong, but it is not a capital gains rate and should not be read as one.
